Forças ambientais e mudança estratégica : estudo comparativo de casos em empresas de transporte aéreo regular de passageiros

Resumo: O objetivo desde trabalho foi verificar qual o impacto das principais forças ambientais sobre as estratégias de três empresas nacionais de transporte aéreo regular de passageiros, quais sejam Viação Aérea Rio Grandense (VARIG), Viação Aérea São Paulo (VASP) e GOL Transportes Aéreos no decorrer dos anos de 2000 a 2002. O método que caracteriza esta pesquisa é o estudo comparativo de casos, com amplitude longitudinal. Foram utilizadas múltiplas fontes de evidência, sendo os dados primários coletados mediante entrevistas semi-estruturadas realizadas com dirigentes do nível estratégico das organizações objeto do estudo. Já os dados secundários foram obtidos através de jornais e revistas de grande circulação nacional, folders e material de marketing das empresas pesquisadas, além de sites como o do Departamento de Aviação Civil (DAC), órgão governamental que regulamenta o setor, e do Sindicato Nacional das Empresas Aeroviárias (SNEA), representante das companhias aéreas. Quanto à análise dos dados, foi realizada conforme a metodologia adequada para estudos de cunho qualitativo-descritivo, com a utilização de técnicas de análise de conteúdo (dados primários), análise documental (dados secundários) e triangulação de dados, buscando-se com isso: (i) identificar a estratégia de nível empresarial e de negócio das organizações em estudo no ano de 1999; (ii) identificar as principais forças ambientais que impactaram nessas organizações no período de 2000 a 2002; (iii) verificar a influência de um novo entrante sobre as estratégias das organizações estabelecidas; (iv) identificar e classificar os principais recursos estratégicos possuídos pelas organizações estudadas; (v) identificar mudanças na estratégia empresarial e de negócio dessas organizações no período de 2000 a 2002; e, (vi) verificar a existência de alterações na estratégia empresarial e de negócio das organizações em estudo decorrentes da atuação das principais forças ambientais identificadas. No que concerne aos resultados obtidos, verificou-se que a variação cambial e a concorrência foram as duas forças ambientais de maior expressão citadas pela VARIG e VASP, embora com intensidades distintas. Já no caso da GOL, a única força identificada foi a retaliação dos concorrentes. Quanto à influência dessas forças sobre as organizações, verificou-se que a VARIG e a VASP implementaram mudanças na estratégia em decorrência de sua atuação, ao passo que na GOL nenhum tipo de alteração estratégia foi verificada. No que tange à influência da entrada de um novo concorrente no setor, especificamente a GOL, verificou-se que esse evento ocasionou a emissão de reações por parte das companhias estabelecidas antes mesmo que a nova empresa iniciasse suas atividades e continuou por todo o período em estudo. Em relação à posse e utilização de recursos estratégicos para a obtenção e/ou manutenção de vantagens competitivas, foram identificados para cada organização estudada os principais elementos que as permitiam alcançar tal objetivo. Com isso, concluiuse que apenas a análise da indústria não era condição suficiente para assegurar uma posição concorrencial sustentável e, por isso, a adequada utilização dos recursos estratégicos recebeu destaque por parte de todas as empresas pesquisadas. Abstract: The objective of this research was to verify the impact of the main environmental forces on the strategies of three national companies of regulate aerial transport passengers industry, which are Viação Aérea Rio Grandense (VARIG), Viação Aérea São Paulo (VASP) and GOL Transportes Aéreos, in elapsing of the years from 2000 to 2002. The method that characterizes this research is the comparative study of cases, with longitudinal width. Multiple evidence sources were used, being the primary data collected by semi-structured interviews accomplished with leaders of the strategic level of the organizations object of the study. The secondary data were obtained through newspapers and magazines of great national circulation, folders and marketing material of the researched companies, besides sites, as the one of the Civil Aviation Department, government organ that regulates the industry, and one of the National Union of Aeroviarial Company, representative of the aerial companies. With relationship to the analysis of the data, it was done in a qualitative-descriptive manner, with the use of techniques of content analysis (primary data) and documental analysis (secondary data), being looked for with that: (i) to identify the corporate and business level strategy of the organizations in study in the year of 1999; (ii) to identify the main environmental forces that had impacted in those organizations in the period from 2000 to 2002; (iii) to verify the incoming influence of a new entrant on the strategies of the incumbent organizations; (iv) to identify and to classify the main strategic resources possessed by the studied organizations; (v) to identify changes in the corporate and business strategy of those organizations in the period from 2000 to 2002; and, (vi) to verify the existence of changes in the corporate and business strategy of the organizations in due the performance of the main identified environmental forces. In what it concerns to the obtained results, it was verified that the cambial variation and the competition were the two environmental forces of larger expression mentioned by VARIG and VASP, although with different intensities. In the case of GOL, the only identified force was the retaliation of the competitors. With relationship to the influence of those forces on the strategy of the organizations, it was verified that VARIG as VASP implemented organizational changes due its influence. At GOL no type of alteration strategy was verified. In what it plays to the influence of the new entrant in the industry, specifically GOL, it was verified that that event caused the emission of reactions from the incumbent companies even before the new one began its activities and it continued for the whole period in study. In relation to the ownership and use of strategic resources for the obtaining and/or maintenance of competitive advantages, they were identified for each studied organization the main elements that allowed then to reach such objective. This way, it was ended that the analysis of the industry was not just enough condition to assure a maintainable concorrencial position, and that the appropriate use of the resources received prominence from the part of all the researched companies.
