Mudança na política educacional e posicionamento estratégico : estudo comparativo de casos em instituições de ensino superior

Resumo: O objetivo desta pesquisa foi verificar a relação entre os esquemas interpretativos e o posicionamento estratégico da Universidade ALFA, da Universidade Presbiteriana Mackenzie e do Centro Universitário Adventista em face da mudança na política educacional brasileira no período de 1990 a 2000. O trabalho utilizou como método o estudo comparativo de casos. Os dados secundários foram obtidos por meio de consulta de documentos. Os dados primários foram obtidos por meio de observação não participante e de entrevistas semi-estruturadas realizadas com os membros do nível estratégico. A abordagem dos dados emprega procedimentos descritivo-qualitativos. A mudança ambiental abrange a nova legislação educacional, editada a partir de 1995, e o aumento da concorrência. O impacto da mudança ambiental foi de natureza incremental, fato que pode ser explicado pelos seguintes fatores: existência de prazos para que as instituições de ensino se adaptem às novas exigências legais, falta de suporte social para as novas regras legais nos primeiros anos de implantação e aumento gradativo do número de cursos e instituições de ensino. Mudanças de natureza estratégica só ocorrem na Mackenzie, associadas à troca dos membros do nível estratégico. Nota-se que as organizações estudadas não avaliam as mudanças ambientais de forma homogênea, fato explicado pela diferenças existentes nos esquemas interpretativos. A organização ALFA sente-se oprimida pelo aumento da concorrência e considera as exigências legais excessivas, o Centro Universitário Adventista vislumbra oportunidades de crescimento e a Mackenzie busca superar desafios. Percebe-se ainda diferenças no posicionamento estratégico adotado pelas instituições, decorrentes da forma como as instituições avaliam o ambiente a partir das crenças e valores do grupo dirigente. A organização ALFA altera o rol de seus cursos e busca atender formalmente às exigências legais, a Mackenzie investe na pósgraduação stricto sensu, para assegurar o desenvolvimento da pesquisa e adaptar seu corpo docente às exigências legais, o Centro Universitário Adventista preocupa-se em montar a estrutura para os novos cursos recém-criados e preservar sua característica religiosa. Concluise, portanto, que os esquemas interpretativos atuam como filtro que influencia a forma como as organizações avaliam seu ambiente mediando o posicionamento estratégico das instituições, justificando as diferenças encontradas nas estratégias de recursos, produtos e mercado das instituições de ensino objeto deste estudo. Abstract: The objective of this research is to verify the relation between the interpretative schemes and strategic positioning of ALFA University (Universidade ALFA), Mackenzie Presbyterian University (Universidade presbiteriana Mackenzie) and the Adventist University Center of São Paulo (Centro universitário Adventista de S. Paulo), in dealing with the changes of Brazilian educational policy in the period between 1990 and 2000. The work used was the comparative case study. Secondary data was obtained through the consultation of documents. Primary data was obtained through non-participant observation and semi-structured interviews done with members of the strategic level. The data was approached in descriptivequalitative procedures. The environmental changes includes the new educational legislation, edited from 1995, and the increase of the business competition. The impact of the environmental change was of an incremental nature, a fact that can be explained buy the following factors: The existence of time for the learning institutions to adapt to the new legal demands, lack of social support for the new legal rules in their first years of existence, and the gradual increase of the number of courses, as well as learning institutions. Changes of a strategic nature only occur at Mackenzie, associated to the an exchange of members at the strategic level. It was also noted, that the studied organizations do not evaluate the environmental changes in a homogenous form, this explained by the existing differences in their interpretative schemes. The ALFA organization felt oppressed by the increase of the competition and considers the new legal requirements as excessive; the Adventist University Center of São Paulo has glimpsed growth opportunities and Mackenzie seeks to overcome its challenges. Furthermore, differences in strategic positioning, adopted by these institutions can be noticed, and those are in consequence of the form these institutions evaluate the environment, starting from a set of values and beliefs originated from the group of directors. The ALFA organization alters its course list and seeks to formally attend the legal demands; Mackenzie invests on post-graduate stricto sensu, to secure the development of research and adapt its teaching body to the legal demands; the Adventist University Center of São Paulo is preoccupied in mounting a structure for the new developed courses, and in preserving its religious characteristic. Therefore, the conclusion is reached that the interpretative schemes act as a filter that influences the form in which organizations evaluate their environment, mediating the strategic positioning of these institutions, justifying the differences found the strategy of resources, products and the market of the learning institutions, object of this study.
