Mudanças ambientais e estrutura de relacionamento do corredor de transporte centroleste

Abstract

Resumo: O objetivo central desta pesquisa foi identificar a influência de mudanças ambientais no padrão de relacionamento de uma rede de organizações. Na busca desse alvo, foi analisado o impacto da mudança cambial brasileira de janeiro de 1999, na rede formada pelos participantes do Corredor de Transporte Centro leste. Além desse objetivo, esta pesquisa identificou a estrutura de relações da rede com base na existência ou não do relacionamento, sua periodicidade, razão e base predominantes, a importância do relacionamento e as atividades realizadas em conjunto, com o intuito de tornar possível a comparação dos padrões anteriores e posteriores da estrutura da rede. A população do presente estudo foi composta pelas organizações participantes do Corredor, e sua amostra, pelas empresas que participam de forma ativa desse processo associativo, num total de 24 empresas distribuídas em instituições públicas, portos, ferrovias, siderúrgicas, Estações Aduaneiras de Interior - EADI - e empresas de logística. A análise dos dados foi dividida em duas fases: a primeira procurou compreender as mudanças ambientais mais significativas nos últimos anos para a rede, partindo de um tema amplo, globalização, até a mudança que foi referência para este estudo, a mudança da política cambial em janeiro de 1999. Para a compreensão desse fenômeno, foi adotada a análise de rede como metodologia básica, aliada a técnicas da estatística descritiva. O delineamento da pesquisa foi de levantamento e a perspectiva de análise, seccional com avaliação longitudinal da rede antes e depois da mudança. Concluiu-se que a rede é pouco complexa, formalizada e centralizada, tendo sua estrutura de relações caracterizada pela especialização de tarefas, com alta densidade de relacionamento, principalmente nas relações intragrupais, tendo seus membros relações não oportunistas. A base de contato dominante parece ser os relacionamentos voluntários, com grande periodicidade dos contatos, centrados nas atividades econômicas e tendo como objetivo principal a troca de informações. O instrumento de pesquisa adotado não conseguiu identificar grandes influências no padrão de relacionamento da rede. A mudança principal se deu com a entrada de novos membros, mas de forma tímida.

Abstract: The main objective of this research was to identify the influence of the environmental changes in the pattern of relationship in an organization network. The impact of Brazilian exchange change in January 1999 was analyzed in the network composed by the members of Corredor de Transporte Centroleste. Besides, this research identified the structure of the relationships inside the network basing on the existence or not of the relationship, its length, reason and main basis, the importance of the relationship and the activities accomplished in group, in order to make possible the comparison between former and later patterns of the network structure. The population of this study was formed by the network institutions, and its sample, by companies that participate in this process, formed by 24 organizations distributed in public institutions, harbors, railroads, steel industries, interior customs stations (EADI) and logistics firms. The data analysis was divided into two parts: the first one tried to understand the more significant environmental changes in the last years for the network, beginning from a broad subject, globalization, until the change that was the reference for this study - the change of the political exchange in January, 1999. So as to understand this phenomenon was adopted the network analysis as basic method, connected to techniques of descriptive statistics. The research was essentially composed of survey and perspective analysis, sectional with longitudinal evaluation of the network. The former, before the change and the latter, after the change. The results showed that the network is a little complex, formalized and centralized and its structure of relationship is characterized by tasks specialization, with high density of relationship, mainly into the groups relation, and its members have non opportunistic relations. The dominant contact basis is the voluntary relationships, with frequent contacts, based in economic activities and with the principal objective of exchange of information. The research instrument adopted couldn't identify significant influences in the pattern of network relationship. The principal change took place with the ingress of new members, but in a timid way.
