Um panorama da remuneração inicial dos professores nos municípios do Primeiro Anel Metropolitano de Curitiba : configurações, impasses e perspectivas

Abstract

Resumo: A presente investigação tem como objeto de estudo a remuneração dos professores no magistério público frente às políticas educacionais nacionais e municipais, desde a implantação do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (FUNDEF), em 1996, até o ano de 2010. Para abordar este objeto de estudo, fez-se necessário um breve resgate histórico do tratamento da remuneração no magistério público, nos limites da premência desta dissertação e dos mecanismos legais, desde o Brasil Colônia até a determinação da lei que estabelece o Piso Salarial Profissional Nacional (PSPN) aos professores. O objetivo é analisar se os arranjos das políticas educacionais alteraram ou alteram as condições da remuneração inicial dos professores da rede pública municipal no primeiro anel da região metropolitana de Curitiba e seus efeitos. Para a tarefa, foram coletadas em prefeituras e sindicatos informações sobre a remuneração inicial dos professores de ensino fundamental da rede municipal, dados que foram disponibilizados em tabelas salariais e na forma de leis municipais. Em posse dos dados, foi possível a construção do panorama da remuneração inicial dos professores na região metropolitana de Curitiba no período proposto por esta investigação. Da análise destes dados, aliada ao contexto socioeconômico dos municípios, são pontuadas algumas considerações da configuração da remuneração inicial dos professores do magistério público na região metropolitana de Curitiba, que podem não somente desvelar a remuneração inicial e suas condições como balizar a luta dos profissionais da educação no contexto da política educacional.

Abstract: The present investigation has as object of study the remuneration of teachers at public services, both national and municipal educational policies, since the Fund for Maintenance and Development of Elementary Education and Valorization of Teachers (FUNDEF) policy, from 1996, until the year of 2010. To address this subject, a brief historical research about the remuneration in the public teaching was necessary, within the limits of this assignment urgency, of the legal mechanisms, ever since Brazilian colonial times to the law that establishes the National Professional Wage Floor (PSPN) for teachers. The goal is to analyze whether the dispositions of educational policies changed or are still changing the conditions of the initial remuneration of teachers working at the municipal public system on the Curitiba's metropolitan region first ring, and its effects. For this assignment, information has been collected on the initial salaries of local elementary schools teachers, at the city halls and unions, which were available through pay scales and municipal laws. In possession of these data it was possible then the constructing of a panorama on the initial remuneration of teachers from the metropolitan region of Curitiba in a proposed time frame for this investigation. The analysis of these data associated to the cities socioeconomic context points some considerations about the initial remuneration of teachers at public services on the Curitiba's metropolitan region, which might not only reveal the initial remuneration and its conditions but to mark out the struggle of education professionals in the context of educational policies.
