O campo esportivo da cidade de Umuarama - Paraná : funções e relações das estruturas e agentes no período de 2004 a 2008

Abstract

Resumo: A presente investigação teve como objetivo geral identificar as ofertas do Poder Público e das instituições esportivas relativas ao esporte e lazer da cidade de Umuarama-Paraná no período de 2004 a 2008, visando definir as funções específicas de cada instituição, bem como as relações entre as estruturas e agentes que compõem o campo esportivo. O processo metodológico desenvolvido na presente dissertação buscou os indicadores da pesquisa qualitativa utilizada para investigações empíricas, uma vez que buscamos descrever, compreender e interpretar o objeto da pesquisa em um processo de reflexão rítica. Assim, primeiramente, tendo como suporte a pesquisa bibliográfica, procedemos ao levantamento das fontes pertinentes ao esporte e lazer. Já para a nossa ida ao campo utilizamos como instrumento de coleta de dados a entrevista semiestruturada. Optamos por um universo constituído por um total de 12 (doze) estruturas com 14 (quatorze) agentes atuantes nas instituições que ofertam e desenvolvem práticas esportivas no município de Umuarama-Paraná. Mais especificamente, buscamos compreender as relações concernentes às estruturas e agentes envolvidos no campo esportivo e de lazer do município de muarama- Paraná; verificar se as ofertas do poder público correspondem às demandas das instituições parceiras no esporte e lazer que desenvolvem práticas de esporte e lazer na cidade de Umuarama-Paraná. Podemos assegurar que as hipóteses iniciais de pesquisa foram confirmadas, pois ficou clara que a oferta do poder público relativa ao esporte e lazer do município de Umuarama-Paraná no período investigado não corresponde às demandas das Instituições que desenvolvem práticas esportivas e de lazer. Assim sendo, constatamos que o poder público deixou de cumprir com o fomento ao esporte e lazer, ficando evidente a falta de objetivos concretos para os programas na área de maneira geral. Constatamos a necessidade de um planejamento eficiente e bem estruturado de governo para determinar e dar sustentação aos objetivos e metas delineados pelas instituições afins. Verificamos que existem algumas iniciativas para reestruturação do direito da população ao acesso à prática do esporte e lazer, mas ainda há muito que fazer para concretizar esse objetivo. Sugerimos mais investimentos em leis de incentivo para a área, com a integração de recursos humanos, administrativos e orçamentários para o desenvolvimento de atividades no setor, sobretudo, com m iores subsídios para a capacitação de profissionais e gestores, que são indispensáveis para o efetivo funcionamento dos projetos voltados ao esporte e lazer nas instituições pesquisadas.

Abstract: The present inquiry had as objective generality to identify to the offers of the Public Power and relative the sportive institutions to the sport and leisure of the city of Umuarama-Paraná in the period of 2004 the 2008, aiming at to define the specific functions of each institution, as well as the relations between the structures and agents who compose the porting field. The developed methodological process in the present dissertation searched the pointers of the used qualitative research for emp rical inquiries, a time that we search to describe, to understand and to interpret the object of the research in a process of critical reflection. Thus, first, having as it has supported the bibliographical research, we proceed to the survey from the pertinent sources to the sport and leisure. Already for gone ours to the field we use as instrument of collection of data the semi structuralized interview. We opt to a universe consisting of a total of 12 (twelve) structures with 14 (fourteen) operating agents in the institutions that offer and develop practical sportive in the city of Umuarama-Paraná. More specifically, we search to understand the concernments relations to the structures and involved agents in the sportive field and of leisure of the city of Umuarama-Paraná; to verify if the demands of the public power they correspond to the demands of the institutions partners in the sport and leisure that develop practical of sport and leisure in the city of Umuarama-Paraná. We can assure that the initial hypotheses of research had been confirmed, therefore wasclear that it offers of relative the public power to the sport and leisure of the city of Umuarama-Paraná in the investigated period does not correspond to the demands of the Institutions that develop practical sportive and of leisure. Thus being, we in a generalized manner evidence that the public power left to fulfill with the promotion to the sport and leisure, being evident the lack of concrete objectives for the programs in the area. We evidence the necessity of an efficient planning and structuralized well of government to determine and to give to ustentation to the objectives and goals delineated for the similar institutions. We verify that some initiatives for reorganization of the right of the population to the access to practical of the sport and the leisure exist, but still have much that to make to materialize this objective. We suggest more investments in laws of incentive for the area, with the integration of human resources, administrative and budgetary for the evelopment of activities in the area, over all, with bigger subsidies for the qualification of professionals and managers, who are indispensable for the effective functioning of the projects come back to the sport and eisure in the searched institutions.
