Competitividade da oposição parlamentar na Assembléia Legislativa do Estado do Paraná (1999-2003)

Resumo: A presente dissertação insere-se nos estudos referentes a comportamento parlamentar. Trata-se de analisar o comportamento político de um "segmento" que compôs a 14ª Legislatura (1999-2003) da Assembleia Legislativa do Estado do Paraná (ALEP): a oposição parlamentar ao então Governador do Estado, Jaime Lerner. O objetivo foi verificar se a oposição, apesar de seus parcos recursos institucionais, buscou ser competitiva na arena legislativa e quais as estratégias que se mostraram mais eficazes nesse sentido. A análise de oito estudos de caso e das normas institucionais que distribuem os poderes egislativos no parlamento estadual mostrou que a ALEP, ao se constituir como um ambiente inóspito para a atuação das minorias legislativa (que no presidencialismo de coalizão brasileiro são constituídas quase exclusivamente pelas oposições) faz com que a competitividade das oposições dependa da sua atuação em outras arenas que não a legislativa. Os dados mostraram que os partidos oposicionistas (PT, PDT e PMDB) agiram efetivamente como um bloco e que foram mais bem sucedidos quando ampliaram e externalizaram o conflito, buscando dessa forma alterar os custos de apoio ao governo. Os estudos de caso mostraram ainda que a oposição foi a principal interlocutora da sociedade civil junto à ALEP, contribuindo para tornar a Assembleia Legislativa mais accountable frente ao eleitorado paranaense. Abstract: This work fits in with studies on legislative behavior. It is analyzing the political behavior of a "segment" that composed the 14 th Legislature (1999-2003) of the Legislative Assembly of the State of Paraná (ALEP): the parliamentary opposition to the then Governor of the State, Jaime Lerner. The objective was to determine whether the opposition, despite its meager institutional resources, sought to be competitive in the legislative arena and which strategies were more effective in this regard. The analysis of eight case studies and the institutional rules that distribute legislative powers in the state parliament, showed that ALEP, y its constitution as an inhospitable environment for the performance of legislative minorities (which in the Brazilian presidential coalition is composed almost exclusively by the opposition ) causes the competitiveness of the opposition depends on its performance in other arenas than the legislative. The data showed that the opposition parties (PT, PMDB and PDT) effectively acted as a block and were more successful when xtended and outsourced the conflict, seeking thereby to change the cost of government support. The case studies also showed that the opposition was the main interlocutor of civil society with the ALEP, ontributing to make the Legislative more accountable to the electorate ahead of Parana.
