Análise do instrumento de cooperação interinstitucional : programa de pesquisadores visitantes em instituições de ensino, extenção e/ou pesquisa

Abstract

Resumo: O presente trabalho analisou a cooperação interinstitucional por meio da atuação dos pesquisadores visitantes em programas de pós-graduação de universidades e em institutos de pesquisa. Para proceder a esse tipo de avaliação utilizou-se, de início, os direcionamentos que a literatura sobre o tema já havia consolidado acerca do como ocorre a cooperação interinstitucional e quais eram os elementos que deveriam ser observados: motivações ao processo de cooperação; motivações na seleção dos pesquisadores; identificação de atividades desenvolvidas na interação; identificação de facilitadores e dificultadores ao processo de interação; contribuições decorrentes da interação e principais resultados. Deve-se ressalvar, entretanto, que se ajustou a pesquisa para interações ocorridas entre as próprias universidades e entre universidades e institutos de pesquisa, uma vez que grande parte das referências bibliográficas até então encontrados eram concernentes a interações entre empresas e universidades. Por conta dessa lacuna, utras questões, até então não exploradas, surgiram durante a investigação. Tendo em vista a necessidade de selecionar casos em que o tipo de interação, que constituiu objeto de estudo, estivesse ocorrendo, tomou-se como base o Edital de Apoio Financeiro ao Pesquisador Visitante lançado pela Fundação Araucária de Apoio ao Desenvolvimento Científico e Tecnológico do Paraná. Com o conhecimento do edital, e contando com o apoio do referido órgão, a investigação percorreu seguinte caminho: visitas as instituições receptoras localizadas em diversas cidades do Paraná; visitas aos locais de trabalho onde os projetos submetidos estavam sendo desenvolvidos; entrevistas com os coordenadores dos projetos e com os pesquisadores visitantes; entrevistas com outras pessoas envolvidas; leitura de documentos secundários que foram adquiridos durante a coleta de dados primários e, por fim, leitura dos projetos aprovados e novo contato com os entrevistados para esclarecer eventuais dúvidas. Observou-se que o mecanismo de ooperação predominante era o acordo formal com alvo definido, sendo que foram várias as motivações destacadas para a cooperação e para a seleção do pesquisador visitante. Da mesma forma, inúmeros foram os facilitadores e os dificultadores apontados, sendo que a maioria destes estava relacionada a fatores externos a pesquisa como, por exemplo, questões burocráticas e problemas de infra-estrutura das instituições receptoras. As atividades dos pesquisadores visitantes envolviam tanto pesquisa e desenvolvimento como docência e redação de relatórios e artigos. Quanto às contribuições observadas, pode-se destacar a xpansão da rede de contatos dos professores; as novas perspectivas de ensino com que os alunos tiveram contato; o estabelecimento de convênios formais de cooperação; a programação de novos intercâmbios de professores e alunos; a disseminação dos conhecimentos gerados na pesquisa por meio de publicações; a consolidação dos programas de pós-graduação mais recentes; as possibilidades potenciais de registro de patentes resultantes de alguns projetos e, as contribuições às comunidades locais onde alguns projetos foram desenvolvidos. Espera-se que os resultados e análises neste trabalho tenham contribuído com o desenvolvimento do conhecimento científico sobre a cooperação e que possam auxiliar na elaboração de estudos futuros sobre a temática.

Abstract: This study examined the inter-institutional cooperation through the activities of visiting researchers in universities post-graduate programs and research institutes. To make such an assessment was used, initially, the directions that the literature on the subject had consolidated about as occurs inter-institutional cooperation, and what were the elements that should be observed: motivations in process of co-operation; motivations in selection of researches, identification of activities developed in the interaction, identification of facilitators and barriers the process of interaction, contributions arising from the interaction and main results. It should be noted, however, that fit the research for interactions between any of the universities themselves and between universities and research institutes, since most of the literary references found so far were related to interactions between companies and universities. Because of this gap, other issues unexplored, arose during the investigation. Having in mind the need to select cases where the type of nteraction, which was the object of study, was occurring, was taken as the basis the Announcement of Support Financial for Visiting Researcher launched by Support Araucaria Foundation to Scientific and Technological Development of Paraná. With the knowledge of the announcement, and with the s pport of the body, the research came with following path: visits to institutions located in different cities in Parana State, visits to places of work where the submitted projects were being developed; interviews with the coordinators of the projects and with visiting researchers, interviews with others people involved; reading of secondary documents that have been acquired during the collection of primary data and, finally, reading the approved projects and new contact with the respondents to clarify any doubts. It was observed that the predominant mechanism for cooperation was the formal agreement with target set, which were various highlighted motivations for cooperation and for the selection of guest researcher. Similarly, countless were the facilitators and the barriers pointed, in which the majority of these were related with externals factors to search such as bureaucratic issues and problems of infrastructure of the institutions receiving. The activities of visiting researchers involved both research and development as teaching and writing of reports and articles. As for the observed contributions, they highlight the expansion of the teachers network, the new erspectives of education that the students had contact, the establishment of formal agreements for cooperation, the planning of new exchanges of teachers and students, the spread the knowledge generated in research through publications, more recent the consolidation of postgraduate program, the potential possibilities of registration of patents resulting from some projects and, the contributions to local communities here some projects have been developed. It is expected that the results and analysis in this work have contributed to the development of scientific knowledge about the cooperation that may help in the preparation of future studies on the subject.
