Capital humano e convergência na Região Sul : uma análise a partir das microrregiões

Abstract

Resumo: Este trabalho foca os fatores que sustentam o crescimento, particularmente o papel do capital humano sobre o nível de renda e a taxa de crescimento para os Municípios da região Sul. No caso específico objetivado por esse trabalho, foram discutidos modelos de convergência condicional com capital humano, tendo como pano de fundo os modelos de Nelson e Phelps (1966) e o modelo de Lucas (1988). O primeiro tem duas versões: numa delas o estoque de capital humano afeta o nível da renda em equilíbrio; numa outra versão afeta a taxa de crescimento da economia. No segundo modelo o estoque de capital humano tem efeitos sobre o crescimento em equilíbrio. Foi construída uma ampla base de dados com indicadores de crescimento e com proxies para o capital humano e físico no período de 1996-2003, sendo testada a hipótese de convergência condicional nos municípios da região sul do Brasil. Os resultados foram favoráveis a essa hipótese, admitindo-se um papel chave do estoque de capital humano na velocidade de convergência. Os resultados encontrados foram contrastados com a literatura brasileira e internacional.

Abstract: This work focuses on the factors that sustain the growth, particularly the role of human capital on the level of income and the rate of growth for the municipalities of the region south In the specific case aimed for such work, were discussed models of conditional convergence with human capital, against the background of the models of Nelson and Phelps (1966) and the model of Lucas (1988). The first has two versions: among them the stock of human capital affects the level of income in balance; in another version affects the rate of growth of the economy. In the second model the stock of human capital has effects on growth in balance. It was built a large database of indicators of growth and with proxies for the human and physical capital in the period of 1996-2003, and tested the hypothesis of conditional convergence in the municipalities of the southern region of Brazil. The results were in favour of this hypothesis, assuming a key role of the stock of human capital in the speed of convergence. The results found were contrasted with Brazilian and International literature.
