Gasto público em educação e produtividade do trabalho num modelo Kaleckiano

Resumo: Neste trabalho pretende-se desenvolver e analisar como a política fiscal, via gastos em educação, pode afetar a acumulação de capital humano e o nível de produtividade de um país e, conseqüentemente, alterar o nível de emprego e catalisar o crescimento econômico. A contribuição teórica proposta aqui advém do fato de que a questão central é incluir uma nova dimensão. Essa dimensão é a possibilidade de que o gasto público possa contribuir para os aumentos da produtividade. Isto é, o gasto do governo tem um efeito que vai além da demanda efetiva, ou seja, ele pode afetar também a produtividade do trabalho, agora não mais constante. O mecanismo por meio do qual será desenvolvido o modelo consiste em admitir que certa parcela do gasto público seja investida em educação. Dessa forma, se estabelece um vínculo entre política fiscal, educação e produtividade. A partir daí, serão obtidos novos resultados em temos dos níveis de emprego, salário e produto originados do modelo, e suas implicações de política poderão ser analisadas. Abstract: This work intended to develop and analyze how fiscal policy, through spending on education can affect the accumulation of human capital and the level of productivity of a country and, consequently, change the level of employment and catalyze economic growth. The theoretical contribution proposed here is the fact that the central issue is to include a new dimension. This dimension is the possibility that public spending can contribute to the increases in productivity. That is, the government has spent an effect that goes beyond the effective demand, i.e., it can also affect the productivity of work, now no longer constant. The mechanism by which the model will be developed is to admit that some portion of public expenditure is invested in education. Thus, it establishes a link between tax policy, education and productivity. Since then, new results are obtained in terms of levels of employment, wages and product originated from the model and its implications for policy could be analyzed.
