Educação infantil e desigualdades no município de Pinhais : olhares de famílias migrantes

Resumo: Para situar a educação infantil brasileira quanto às desigualdades sociais, é necessário antes realizar um recorte das possíveis inserções nas quais essas desigualdades se encontram. Por isso, esta pesquisa aponta um recorte possível de análise acerca das impressões dos familiares provenientes das migrações haitianas, cujas crianças encontram-se na educação infantil do município de Pinhais. É possível tencionar a aplicabilidade das políticas públicas de atendimento à população migrante estrangeira, por exemplo, no que tange ao acesso: uma vez no usufruto da matrícula, que aspectos são percebidos pelos familiares em relação à educação e ao cuidado com seus filhos e suas filhas no CMEI? O objetivo geral consiste em compreender a visão dos familiares ou genitores, migrantes haitianos, das crianças matriculadas na educação infantil pública de Pinhais, sobre o acesso à vaga, sobre o serviço que usufruem e sobre as desigualdades sociais que os afetam. Nesse sentido, a pesquisa de cunho qualitativo compreendeu a revisão bibliográfica sobre o tema, bem como se alicerçou em campo, na estratégia de investigação fundamentada pela técnica do grupo focal. Para fundamentar as reflexões e indagações, ofereceram suporte teórico as autoras e os autores Miguel Arroyo (2015), François Dubet (2004), Maria Aparecida Ciavatta Franco (1984), Maria Malta Campos (1998), Fúlvia Rosemberg (2006) e Jean Qvortrup (2010), entre outros. Sete famílias dialogam nesta dissertação sobre aspectos relacionados às adaptações no Brasil de um modo geral, empregabilidade, condições de acesso a serviços sociais e sobre como percebem a educação infantil. Os dados revelados pelas famílias demonstraram a necessidade de novas pesquisas acerca das temáticas propiciadas a partir dos diálogos, bem como reflexões e ações por meio de políticas públicas para essa população. Com isso, compreendeu-se que são necessárias práticas pedagógicas que agreguem a discussão sobre a desigualdade social na educação infantil e, principalmente, englobem a diversidade cultural brasileira e a questão migratória, pois, em pleno século XXI, ainda existe uma lacuna pedagógica, estrutural e documental quanto ao atendimento da população estrangeira e refugiada que cotidianamente "(des)embarca" nas instituições de educação infantil. Abstract: With a view to situate Brazilian early childhood education in terms of social inequalities, it is first necessary to make an excerpt of the possible insertions in which these inequalities are found. Therefore, this research points out a possible analysis of the impressions of family members from Haitian migrations, whose children are in early childhood education in the municipality of Pinhais. It is possible to intend the applicability of public policies to assist the foreign migrant population, for example, about access: once the enrollment is enjoyed, what aspects are perceived by the family members in relation to the education and care of their sons and daughters in the CMEI? The general objective is to understand the view of the families or parents, Haitian migrants, of the children enrolled in public early childhood education in Pinhais, about access to the vacancy, about the service they enjoy and about the social inequalities that affect them. In this sense, the qualitative research included the literature review on the subject, as well as was based in the field, on the investigation strategy based on the focus group technique. To support the reflections and questions, the authors Miguel Arroyo (2015), François Dubet (2004), Maria Aparecida Ciavatta Franco (1984), Maria Malta Campos (1998), Fúlvia Rosemberg (2006) and Jean Qvortrup (2010), among others, offered theoretical support. Seven families dialogue in this dissertation about aspects related to adaptations in Brazil in general, employability, conditions of access to social services and how they perceive early childhood education. The data revealed by the families demonstrated the need for further research on the themes provided by the dialogues, as well as reflections and actions through public policies for this population. With this, it was understood that pedagogical practices are necessary that aggregate the discussion on social inequality in early childhood education and, mainly, encompass the Brazilian cultural diversity and the migratory issue, because, in the 21st century, there is still a pedagogical, structural, and documentary gap regarding the care of the foreign and refugee population that daily "dis) embarks" in early childhood education institutions.
