Entre o regionalismo e a construção da nação : o impasse da atuação gaúcha
Abstract
Resumo: Este trabalho tem como objetivo analisar a questão pendular entre a construção da Nação e a saliência dos diferentes interesses regionais num cenário, por si só privilegiado, de reordenamento jurídico e principalmente político posterior a ruptura ocorrida na Revolução de 1930: o processo Constituinte de 1933/34. Nesta =arena decisória‘ elucida-se o enfrentamento entre os grupos de interesses na apresentação, debate e defesa de suas propostas que definiriam os rumos que a Nação seguiria, tendo as questões de transformação, desenvolvimento e modernização como foco norteador dos projetos e discursos no seio da Constituinte. Procurando destacar de modo especial, o tratamento dado pela bancada sulista – segmento regionalista de denotada importância no cenário constituinte por ter protagonizado o movimento de ruptura com a ordem oligárquica da República Velha – à temática central do período, observa-se, como resultado, a oscilação nos discursos, buscando agregar a temática da construção política e desenvolvimento sócio-econômico como ideário da Revolução, intercalada às clivagens do regionalismo, demarcando a diretriz da organização institucional que se daria ao Estado – centralização ou descentralização, autoritarismo ou liberalismo, sempre avaliados sob a ótica da experiência da Primeira República. A atuação da bancada gaúcha neste bojo, esteve particularmente voltada à configuração de medidas de mediação e conciliação do grande bloco de interesse regionalista da Casa com a orientação unitarista do Governo Provisório – uma postura alimentada num objetivo geral de garantir a continuidade de Vargas, como reflexo da percepção de pertença ao poder que impregnava o grupo. Nesta mesma percepção nutriu-se todo o modelo ou receituário de modernização nacional do grupo sulino bem como seu modus operandi na arena Constituinte. Abstract: This paper aims to analyze the commuting question between the Nation Building and the salience of different regional interests on a per se privileged scenario of legal and mainly political reordering after the rupture occurred in 1930 Revolution: the National Constituent Assembly of 1933/34. In this =decisive arena‘, the confrontation between interest groups is elucidated by the presentation, debate and defense of their proposals, that would define the Nation‘s course, hence transformation, development and modernization issues acting as guiding focus for the projects and speeches within the Constituent Assembly. From highlighting in particular the treatment by the southern group – regionalist faction worthy of note as protagonists of the movement to break the oligarchical order of Old Republic - to the central theme of the period, it can be observed, as a result, the discourse oscillating by seeking to add the policy building and the socioeconomic development issue as a revolutionary ideal interpolated by the regionalist cleavage, directing the institutional organization given to State – centralization or decentralization, authoritarianism or liberalism, always evaluated from the perspective of the First Republic experience. In this regard, the gaucho group action was particularly devoted to set up means to mediate and conciliate the large regionalist bloc of the Assemby with the Interim Government unitarism – an attitude feeded by the general goal of ensuring the continuity of Vargas, reflecting the perception of belonging to the command that permeated the group. The same perception nurtured any southern group pattern or prescription of National modernization, as well as its modus operandi in the Constituent Assembly arena.
