A política de investimento em infraestrutura de pesquisa no Brasil : narrativa e trajetória

Abstract

Resumo: A capacidade dos países produzirem Ciência e Tecnologia (C&T) é considerada central para o seu crescimento econômico e a solução de problemas sociais. Uma parte importante dessas capacidades depende de investimentos na constituição de uma Infraestrutura de Pesquisa (IDP) que sirva de base material para a realização de P&D. Para o caso brasileiro, há um fundo (CT-INFRA) e programas específicos de investimento em IDP das instituições de pesquisa nacionais. Estudos preliminares apontaram o potencial dessa política em promover a ciência e a inovação no país, mas não analisaram a fundo a narrativa, as ações e as características da política brasileira de investimento em IDP. Diante disso, o objetivo desta tese é analisar a narrativa, a formulação, implementação e resultados distributivos da política federal de investimento em IDP brasileira entre 2001 e 2018, comparando a narrativa que a acompanha com as ações efetivamente tomadas. Não se analisou os resultados e impactos dessa política, mas a trajetória e características de sua ação ao longo do tempo. Os métodos utilizados foram a pesquisa bibliográfica, análise lexicográfica e de conteúdo de documentos de políticas e de editais, assim como o levantamento sistemático de informações sobre os projetos aprovados e as instituições beneficiadas. Dentre os resultados encontrados destacam-se: a narrativa da política sempre enfatizou o investimento em IDP como importante e realizou isso de forma predominantemente genérica; as ações mobilizaram recursos substanciais e foram também majoritariamente genéricas, em geral não priorizando regiões, instituições ou temas específicos; os recursos foram relativamente contínuos e estáveis até 2011, se tornando mais instáveis a partir de então, mostrando uma coerência entre a narrativa e as ações no período inicial, que se reduziu nesse segundo período; as ações raramente foram exclusivas para regiões específicas, mas privilegiaram regiões desfavorecidas; o foco da política foi em instituições públicas científicas e acadêmicas; a política não teve uma ação incisiva de desconcentração espacial dos recursos e de promoção da IDP de áreas ou setores específicos. A conclusão foi de que a política de investimento em IDP foi relativamente genérica em sua narrativa e ações e que tendeu a seguir sua narrativa, apesar de ter ocorrido momentos mais estáveis e outros menos, isso ocorreu devido ao domínio sobre a formulação e implementação dessa política pela comunidade científica, o que acabou imprimindo a essa política uma orientação mais linear, descentralizada, desarticulada e ofertista do que sistêmica.

Abstract: The ability of countries to produce Science and Technology (S&T) is considered central to their economic growth and the solution of social problems. An important part of these capabilities depends on investments in the constitution of a Research Infrastructure (IDP) that serves as a material basis for carrying out R&D. For the Brazilian case, there is a fund (CT-INFRA) and specific IDP investment programs by national research institutions. Preliminary studies pointed out the potential of this policy to promote science and innovation in the country, but did not analyze in depth the narrative, actions and characteristics of the Brazilian investment policy in PDI. Therefore, the objective of this thesis is to analyze the narrative, formulation, implementation and distributive results of the Brazilian federal investment policy in PDI between 2001 and 2018, comparing the narrative that accompanies it with the actions actually taken. The results and impacts of this policy were not analyzed, but the trajectory and characteristics of its action over time. The methods used were bibliographic research, lexicographical analysis and content analysis of policy documents and public notices, as well as the systematic collection of information on approved projects and benefited institutions. Among the results found, the following stand out: the policy narrative has always emphasized investment in IDP as important and has done so in a predominantly generic way; the actions mobilized substantial resources and were also mostly generic, generally not prioritizing specific regions, institutions or themes; the resources were relatively continuous and stable until 2011, becoming more unstable from then on, showing a coherence between the narrative and the actions in the initial period, which was reduced in the second period; actions were rarely exclusive to specific regions, but privileged disadvantaged regions; the policy focus was on scientific and academic public institutions; the policy did not have an incisive action of spatial deconcentration of resources and promotion of PDI in specific areas or sectors. The conclusion was that the IDP investment policy was relatively generic in its narrative and actions and that it tended to follow its narrative, despite having more stable moments and others less, this was due to the domain over the formulation and implementation of this policy by the scientific community, which ended up giving this policy a more linear, decentralized, disarticulated and centered in the supply rather than a systemic orientation.
