Financiamento de longo prazo e o papel do BNDES

Abstract

Resumo: O presente estudo teve como objetivo analisar o papel do o Banco Nacional de Desenvolvimento Econômico e Social (BNDES) no financiamento de longo prazo na economia brasileira. Nos capítulos que compõem este estudo, realizou-se uma revisão das teorias de financiamento do desenvolvimento e uma retrospectiva histórica sobre a evolução, mudanças, transformações, dificuldades ocorridas pelo SFN, e a contribuição do BNDES no desenvolvimento e crescimento do Brasil. Diversos entraves, desde antes da reforma institucional de 64-66, levaram o sistema financeiro privado a adotar uma postura curto-prazista em relação a alocação do crédito junto aos agentes do sistema produtivo. Começando pela Lei da Usura, passando pela inflação elevada, pelo desenfreado crescimento da dívida pública (que saturou o sistema financeiro e premiou a busca pela liquidez, até as questões institucionais que não criaram regras propícias para que os bancos direcionassem seus recursos de forma adequada às necessidades de funding do sistema produtivo) muitas foram as ações que tentaram, em vão, mudar o perfil da firma bancária no país. Foi possível identificar, que o BNDES tem uma forte atuação anti-cíclica no mercado de crédito. Discutem-se as mudanças nas políticas que orientam o BNDES e conclui-se que essa instituição tem desempenhado um papel importante no estímulo ao investimento no país.

Abstract: The present work aims to analise the role of "The Brazilian Development Bank" (BNDES) in the Brazilian economy long term financing. In the chapters which constitute this study it is accomplished a review about Finance and Development Theory and a historical retrospective about the evolution, changings, transformations, difficulties ocurred to the "National Financial System" (SFN), and the contribution made by "The Brazilian Development Bank" (BNDES) in the development and growth of Brazil. Major setbacks, long before the institutional reforms of the sixties (64-65), have led the private financial system to adopt a short term profile concerning the application of credit in the productive system agents. Many actions have been made to try to change, in vain, the profile of the banking system in our country starting with the "Law of Usury" , then going through the high inflation momentum and consequently the uncontrolled growth in the public debt (this fact exhausted the financial system and rewarded the pursuit of liquidity) and finally reaching institutional questions that not created proper rules so that the banks could apply their resources adequately to the urgent need of funding to attend the productive system. It is possible to identify in this work that "The Brazilian Development Bank" (BNDES) has a strong anticyclical policy towards the credit market. Discussions have been made herewith about the change in the policy of "The Brazilian Development Bank" (BNDES) that might lead to the conclusion that this institution has played an important role to the incentive for investiment in our country.
