Os conceitos de norma na lingüística e sua relação com o ensino de língua materna

Abstract

Resumo: Este trabalho analisa o debate em torno dos conceitos de norma lingüística e a preocupação com o ensino de língua portuguesa. O primeiro objetivo da pesquisa é verificar de que forma os lingüistas conceituam e pensam a realidade da norma na língua materna e de que forma essa reflexão chega até ao seu ensino. O segundo objetivo é realizar uma leitura desse trabalho de reflexão sobre a norma feito pela Lingüística através das teorias desenvolvidas pelo Círculo de Bakhtin sobre linguagem. Essa leitura procura analisar a concepção de língua que perpassa o debate apresentado, assim como suas implicações para o ensino de língua materna. A idéia é oferecer uma contribuição teórica para a discussão normativa sobre a língua e suas conseqüências práticas no ensino de português nas escolas. O trabalho foi desenvolvido da seguinte forma: o primeiro capítulo resgata o surgimento da Lingüística no país e o contexto das primeiras reflexões sobre a necessidade de ocorrerem mudanças no ensino de língua materna. Como resultado dessas reflexões e das mudanças sugeridas, há também a leitura das orientações oferecidas pelos Parâmetros Curriculares Nacionais para o ensino de português no ensino fundamental e médio e dos exames de avaliação educacional empregados pelo governo federal (o exame analisado mais cuidadosamente foi o Exame Nacional do Ensino Médio, ENEM). A intenção inicial é mostrar o contexto do debate normativo e sua relevância para o ensino de língua portuguesa. O segundo capítulo desenvolve os principais conceitos que envolvem as reflexões sobre a norma e de que forma isso chega a interferir na escola. O capítulo final realiza o segundo objetivo da dissertação, que é, a partir das idéias sobre linguagem desenvolvidas por Bakhtin-Volochínov, propor uma leitura discursiva do debate em torno da norma lingüística e sua interferência no ensino de língua materna.

Abstract: This work aims to analyze the debate underway concerning the concepts of a linguistic norm and concerns regarding the instruction of the Portuguese language. The first objective of this research is to determine how linguists envision the conceptual basis and the reality of a norm in their mother tongue and how their thinking reflects upon their instruction. The second objective is to carry out research on the reflections that have been made about the norm in the area of linguistics, through a study of the theories developed by the Bakhtin Circle as related to language. This study seeks to delve into the conception of language that underlies the aforementioned debate, as well as its implications for instruction of the mother tongue. The aim is to make a theoretical contribution to the discussion of the norm in the language and its applications to the instruction of the Portuguese language in educational environments. The work has been drawn up as follows: Chapter One traces back to the emergence of linguistics in Brazil and the first reflections on the need to promote changes in instruction of the mother tongue. An outcome of the reflections and proposed changes is presented, it being the guidelines that were drawn up for the National (Brazilian) Curricular Parameters for instruction of the Portuguese language at elementary and secondary school levels. In addition, exams are presented that are adopted by the Brazilian Federal government (the exam analyzed more thoroughly being the ENEM, the exam administered nation-wide to secondary students in their last year). The purpose, initially, is to demonstrate the context of the debate on the norm and its relevance to instruction of the Portuguese language. Chapter Two provides further depth in the main concepts that emerge from reflections on the norm and the impact it may have on instruction. Chapter Three strives to fulfill the second objective of this thesis, i.e., to propose a discursive interpretation of a linguistic norm and its impact (interference?) on instruction of the mother language, based upon the concepts in language developed by Bakhtin-Volochínov.
