Criança e adolescente em situação de rua : políticas e práticas sócio-pedagógicas do poder público em Curitiba

Abstract

Resumo: A proposta que orienta este estudo é investigar como na área de políticas públicas e respectivas práticas sócio-pedagógicas para a criança e o adolescente em situação de rua no Brasil, o Estado Capitalista tem lidado com as estratégias de resistência e oposição da sociedade civil. A concepção teórico-metodológica de suporte do estudo foi o materialismo histórico e dialético, tomando-se como categorias metodológicas a totalidade e a contradição, e como categorias de conteúdo, a hegemonia do capitalismo exercida pelo Poder Público, a subalternidade e a identidade social de crianças e adolescentes em situação de rua. O estudo envolveu uma perspectiva histórica de análise, cobrindo desde o Brasil Colônia até o emergir do Estatuto da Criança e do Adolescente em 1990. Na pesquisa de campo, desenvolvida em Curitiba, foi considerado o período imediatamente posterior à promulgação do Estatuto da Criança e do Adolescente, em 1990, até o ano de 2004, objetivando: a) a análise das dinâmicas de discussões entre o Poder Público e da sociedade civil como componentes do COMTIBA- Conselho Municipal de Direitos da Criança e do Adolescente de Curitiba, e respectivas políticas públicas formuladas, expressas nas atas de suas reuniões desde sua criação em 1992 até 2003; b) a apreensão e análise das práticas sócio-pedagógicas presentes em programas sob a responsabilidade do Poder Público municipal de Curitiba, em 2003 e 2004, destinados a crianças e adolescentes em situação de rua, a partir de depoimentos de gerentes, coordenadores e educadores sociais que atuam nestes programas. Na análise dos dados foi possível estabelecer a unidade dialética constituída pela hegemonia exercida pelo Poder Público e a subalternidade dos educandos e, em muitos momentos, das coordenações e educadores sociais. Também se objetivou, neste estudo, a busca de subsídios para a proposição de uma pedagogia voltada para a área da criança e do adolescente em situação de rua e de risco social e pessoal, tendo-se como resultante a proposição da Sócio-Pedagogia, fundamentada na Pedagogia Socialista e na Psicologia Social latino-americana.

Abstract: This study is an investigation, in the area of public policies and respective socio-pedagogic pratices for the children and adolescents in the situation of living in the streets in Brazil, of how the Capitalist State has been dealing with the resistance and opposition strategies of the civil society. The theoretical and methodological conception supporting this study was the dialectical and historical materialism, having as methodological categories the totality and the contradiction and, as content categories, the Public Power hegemony, the subalternity and the social identity of the children and adolescents in the situation of living in the streets. The study was based on a historical perspective of analysis, covering from the Colonial Brazil until the creation of the Statute of Children and Adolescents in 1990. In the field research, carried out in Curitiba, it was considered the period immediately after the promulgation of the Statute of Children and Adolescents, in 1990, until the year of 2004, having as its objectives: a) the analysis of the dynamics of the discussions between the Public Power and the civil society as components of the COMTIBA - the Curitiba Municipal Council of the Rights of the Children and Adolescents, and the respective public policies formulated, and expressed in the minutes of its meetings from its foundation in 1992 until 2003; b) the apprehension and analysis of the socio-pedagogic practices present in the programmes, under the responsability of Curitiba Municipal Public Power in 2003 and 2004, directed to children and adolescents in the situation of living in the streets, based on the statements of managers, coordinators and social educators who work in these programmes. In the data analysis, it was possible to establish the contradictory dialectic unity constituted by the hegemony of the Public Power and the subalternity of the children and the adolescents and, many times, of the coordinations and social educators themselves. Furthermore, we also aimed, in the present study, to search for concrete support for the proposition of a pedagogy directed towards the children and adolescents living in the streets and in social and personal risk, having reached the conclusion that the Socio-pedagogy, fundamented in the Socialist Pedagogy and in the Latin American Social Psychology, is the best proposition to be considered.
