Políticas ambientais, agricultura familiar e a recomposição dos espaços rurais na Região Metropolitana de Curitiba

Resumo: O objetivo deste trabalho foi compreender em que medida as exigências ambientais, expressas, sobretudo, por meio das políticas públicas, se apresentam como possibilidade de desenvolvimento e/ou de recomposição da agricultura familiar e dos espaços rurais na Região Metropolitana de Curitiba (RMC) e, em que medida podem ser também um novo bloqueio à reprodução destes. A pesquisa teve como unidade de análise as experiências de três comunidades: Mergulhão, em São José dos Pinhais; Santo Amaro em Mandirituba e Postinho em Tijucas do Sul. Buscou-se destacar o papel que o rural tem assumido no âmbito da política de desenvolvimento da RMC, evidenciando que, se do ponto de vista da conservação este espaço ganha cada vez mais importância, haja vista as inúmeras restrições ambientais que incidem sobre ele, do ponto de vista do desenvolvimento regional, na sua acepção mais geral, este tem sido secundarizado. A pesquisa demonstra, através da análise de três políticas públicas que, embora se preconize a proteção ambiental dos espaços rurais, estas, tanto nos âmbitos municipal, estadual, federal, guardam ainda as matrizes do modelo produtivista de agricultura disseminados pela Revolução Verde, que se fortalece à medida que encontra aporte nos interesses da iniciativa privada, seja através das modalidades de integração à avicultura e à fumicultura, seja por meio de outros sistemas produtivos altamente demandatários de insumos e recursos naturais. A análise empreendida trata, portanto, da tensão entre as diferentes perspectivas sobre meio ambiente; por um lado, um espaço estratégico no propósito de sustentabilidade da metrópole, pensado como objeto de conservação e espaço para estratégias de localização, por outro, um espaço de vida e trabalho, um espaço produtivo e um "território familiar". Neste aspecto, evidenciam-se os resultados da fricção entre estas concepções, conformando um cenário ora de complementaridade, ora de conflito, revelando a forma difusa com que se inserem as noções de meio ambiente no mundo rural. Por fim, o trabalho alerta para a necessidade de se repensar um modelo de agricultura em que a ideia de proteção do meio ambiente não esteja circunscrita a fragmentos dos espaços físicos rurais, mas integrada ao próprio processo produtivo. Neste contexto, sublinha-se a importância do imbricamento entre políticas agrícolas e ambientais destacando o papel que o poder público local e os agricultores familiares devem assumir neste processo. Abstract: The objective of this study was to understand to what extent environmental demands, expressed mainly through public policiespresent themselves as apossibility for development and / or restoration of family farmers and rural areas in the Metropolitan Region of Curitiba (RMC) and to what extent they can also be a new obstacle to the reproduction of the same.The research had as unit analysis the experiences of three communities: Mergulhão, in São José dos Pinhais; Santo Amaro in Mandirituba and Postinho in Tijucas do Sul. We sought to highlight the role the rural has played in the scope of the development policy of the RMC, showing that if from the point of view of conservation this space has become increasingly important, considering the numerous environmental restrictions that act upon it, from the point of view of regional development in its broader sense, this has been secondary. The research demonstrates, through the analysis of three public policies that, although they profess environmental protection of rural areas, these, at municipal, state, federal and level, still guard the mold of the productivist model of agriculture spread by the Green Revolution, which strengthens as it encounters the contribution of private interests, either through the modalities of integration of poultry farming and tobacco growing, or through other productive systems,highly demanding inputs and natural resources. This analysis therefore deals with the tension between different perspectives on the environment; on one hand, a strategic space for the purpose of sustainability of the metropolis, thought off as an object of conservation and space for localization strategies, on the other hand, a space for living and work, a productive space and a "family territory." In this respect, the results show the friction between these concepts, forming a scenario sometimes complementary, sometimesconflicting, revealing the diffuse form of how notions of the environment in rural areas are inserted. Finally, the work points to the need to rethink a model of agriculture in which the idea of protecting the environment is not limited to fragments of physical rural spaces, but integrated into the production process. In this context the importance of overlapping between agricultural and environmental policies is underlined and it highlights the role that the local government and the family farmers should take in this process.
