Atores sociais e estratégias : estudo comparativo de casos de distribuidores de veículos Ford em Salvador - BA
Resumo
Resumo: O objetivo geral desta pesquisa foi verificar a influência dos atores sociais significativos na adoção de estratégias dos distribuidores de veículos Ford, na região metropolitana de Salvador, BA. A partir da literatura especializada sobre o tema, identificaram-se treze formas de influência: troca de informação, treinamento, pedido, recomendação, associação, barganha, ameaça, exigência legal, retaliação, referência, causal, regulação e legislação. Vale destacar que essa relação foi investigada por meio da interpretação dos dirigentes estratégicos das organizações, pois o ambiente é, de certa forma, uma elaboração cognitiva deles. Dessa forma, a partir do método de estudo de caso, foi desenvolvida uma pesquisa de natureza descritivo-qualitativa com corte transversal, realizada no ano de 2003. Os dados secundários foram obtidos mediante análise de documentos e publicações, internas e externas às organizações, e os dados primários mediante entrevistas semi-estruturadas com os dirigentes do nível estratégico. Como técnicas de tratamento dos dados, foram utilizadas análises documental e de conteúdo. Finalmente, para verificar similaridades e diferenças entre as organizações, apelou-se à análise comparativa dos casos. Os resultados da pesquisa apontaram que os dirigentes dos distribuidores sob investigação reconhecem a influência dos atores sociais sobre a adoção de estratégias, sendo que os mais relevantes e influentes são Ford, consumidores, gerentes, diretores e proprietários. Percebeuse que a importância de cada ator é variável no tempo e muda nos diversos distribuidores, pois, a forma como os atores são ordenados é resultado de múltiplas percepções e da condição peculiar de cada organização. Verificou-se também, que os dirigentes estratégicos apesar de terem seus interesses e decisões moldados por forças institucionais e por atores internos e externos, não perdem totalmente a sua capacidade de agência. Como conclusão, obteve-se que, além da interpretação dos dirigentes, o poder, a legitimidade e os interesses são elementos importantes na determinação da influência dos atores sociais na adoção de estratégias organizacionais. Abstract: This research's main goal was to verify the influence of the social actors significant to the adoption of the Ford distributors' strategies in the Salvador metropolitan area, in the state of Bahia. From the specialized literature on this theme, we identified thirteen ways of influence: information exchange, training, request, recommendation, association, bargaining, threat, legal matter, retaliation, reference, casual, regulation and legislation. It is important to mention that this relationship was investigated through the interpretation of the organizations' strategic managers, since the enviroment is, in a way, their cognitive elaboration. This way, through case studies, a descriptive-qualitative transversal cut research was developed, which took place in 2003. The secondary data were obtained through documentation and publication analyses, internal and external to the organizations, and the primary data through semi-structured interview with the strategic managers. As a technique in treating data, context and documentation analyses were used. Finally, to verify similarities and differences between the organizations, comparative case analyses were used. The results indicated that the distributors' managers under this investigation recognize the social actors' influences on the adoption of strategies, but the most influent and relevant are Ford, the consumers, managers, directors, and owners. It was perceived that each actor's importance is time variable and it changes in the many distributors, since the way the actors are organized is a result of many perceptions and each organization's peculiar condition. It was also verified that the strategic managers do not lose their role as an agency, even though their interests and decisions were molded by institutional forces as well as internal and external actors. In conclusion, it was found that besides the managers' interpretation, the power, the legitimacy, and the interests are important elements in determining the influence of social actors in adopting organizational strategies.
