Configurando resultados : a pós-graduação stricto senso em administração no Brasil sob um olhar da prática

Abstract

Resumo: A pesquisa aqui relatada é uma pesquisa essencialmente qualitativa, do tipo exploratória e descritiva, de aproximação longitudinal. O problema de pesquisa está relacionado à compreensão de como se configuram os fatores que têm condicionado os resultados dos Programas de Pós-Graduação Stricto Senso em Administração, com cursos de Mestrado e Doutorado, no Brasil, considerando como resultados os conceitos alcançados na avaliação Capes 2010. O problema foi desdobrado em objetivos gerais e específicos que permitiram alcançar uma resposta para ele. O argumento teórico que sustenta e guia a investigação do problema de pesquisa evidencia o entendimento de que esses resultados estão relacionados à governança dos Programas e do sistema de pós-graduação como um todo. A governança é compreendida como uma estrutura, composta por regras, recursos e relações, capaz de conferir estabilidade às organizações e orientar as práticas organizacionais colocadas em ação pelos sujeitos. Os passos seguidos para empreender a pesquisa foram: (1) definição da população de interesse: Programas de pós-graduação stricto senso em administração, o que resultou em 23 casos; (2) definição do resultado de investigação a partir do desempenho na avaliação da Capes; (3) elaboração das condições de análise a partir do problema de pesquisa e do argumento teórico da tese; (4) pesquisa documental, levantando os relatórios Capes de 2004, 2007 e 2010; (5) coleta de dados primários com os Programas, por meio de entrevistas e aplicação de questionários. Partindo disso, os 14 casos que aderiram à pesquisa foram descritos e analisados a partir da análise de narrativas, resultando na classificação de cada um de acordo com as condições de análise; em seguida procedeu-se à análise configuracional - mvQCA, por meio do software Tosmana (CRONQVIST, 2007), o que resultou em seis configurações. Entende-se que os principais achados de pesquisa são: (a) alinhamento das práticas organizacionais com a percepção de governança do sistema: uma percepção de governança restritiva conduz ao desenvolvimento de práticas que busquem satisfazer estritamente as regras e normas percebidas como "impostas" e restritivas da atuação dos Programas, por outro lado, ao se perceber que a governança do sistema pode ser mediativa, ou seja, pode ser aliada aos objetivos e identidade dos Programas, ou mesmo podem servir como um motivo para se iniciar mudanças positivas, parece ampliar as possibilidades práticas desenvolvidas pelos Programas; (b) a percepção de governança possui influência relevante na forma como se faz estratégia e como é delineada a estrutura para se chegar aos objetivos; (c) as configurações encontradas a partir da análise mvQCA permitem o reconhecimento de alguns padrões: (1) Programas consolidados que buscam a manutenção da excelência e onde se sobressaem características individuais que os diferenciam dos demais; (2) Programas que conseguiram alcançar um estágio de conformidade e começam a tatear novos caminhos para a excelência; (3) Programas que buscam uma consolidação, mas que enfrentam ainda o conflito entre compreender o caminho a ser seguido e organizar esforços para percorrê-lo e; (4) Programas novos, com investimentos significativos, mas que ainda precisam vencer a barreira da tradicionalidade na pós-graduação e consolidar-se neste meio; (d) os resultados, muito mais que a simples soma de indicadores, notas, ou cumprimento de quesitos, são produto de uma compreensão estrutural - fruto da vivência, da experiência, das relações, da coesão de visões, da clareza de estratégias e objetivos, da colaboração - que se reflete na modelagem das práticas organizacionais cotidianas, legitimando, produzindo e reproduzindo esta estrutura que aqui é chamada de governança-como-prática; (e) este entendimento permite que o argumento teórico apresentado na tese seja ratificado pelos achados de pesquisa, evidenciando um alinhamento entre todos os aspectos apresentados e discutidos até aqui.

Abstract: The research reported here is primarily qualitative, of exploratory and descriptive type, of longitudinal approximation. The proposition of the research is related to the understanding of how factors that have been conditioned the results of the strictu sensus post-graduation in Administration are set, with classes of Master and Doctorate degrees, in Brazil, considering as results the concepts achieved in the CAPES 2010 evaluation. The proposition was unfolded in general and specific objectives that allow to reach an answer for it. The theoretical argument that supports and guides the investigation of the proposition of the research points the understanding that these results are related to the governance of programs and post-graduation systems as a whole. Governance is understood as a structure, built by rules, resources and relations, able to give stability to the organizations and to guide the organizational practices put in action by the subjects. The steps taken to enterprise the research were: (1) definition of the population of concern: strictu sensus post-graduation in Administration, that has resulted in 23 cases; (2) definition of the investigation result, as from the performance in CAPES evaluation; (3) elaboration of the conditions of the analysis, as from the proposition of the research and of the theoretical argument of the thesis; (4) documented research, bringing up the Capes reports from 2004, 2007 and 2010; (5) primary data collection with the Programs, by interviews and application of questionnaires. From this, the 14 cases that acceded the research were described and analyzed from the analysis of narratives, resulting in the classification of each one according to the conditions of the analysis; from that it was proceeded with the configurational analysis - mvQCA, through software Tosmana (CRONQVIST, 2007), what resulted in six configurations. It is understood that the main results of the research are: (a) alignment of the organizational practices with the perception of the governance of the system: a perception of restrictive governance leads to the development of practices that strictly seek to satisfy the rules and standards perceived as "imposed" and restricted of the actuation of the Programs. On the other hand, as its realized that governance of the system is mediative, i.e., may be joined with the objectives and identity of the programs, or even serve as a motive to start positive changes, seems to amplify the practical possibilities developed by the programs; (b) the perception of governance owns relevant influence in the way as strategy is performed and how the structure to obtain objectives is outlined; (c) the configurations obtained from the mvQCA analysis allow the acknowledgement of some patterns: (1) consolidated programs that search the maintenance of the excellence and where individual characteristics that differentiate from others excel; (2) programs that were able to reach an stage of conformity and start to open new paths to exceed; (3) programs that search to be consolidated, but still face the conflict between understanding the path to be followed and organizing strengths to travel to it and; (4) new programs, with significant investments, however still needing to overcome the barrier through traditionality in the post-graduation and consolidate itself in this environment; (d) the results, much more than the simple sum of indicators, scores, or complying with requirements, are a product of a structural understanding - originated from experience, relations, union of visions, clarity of strategies and objectives, collaboration - that is reflected in the modeling of the day-by-day organizational practices, legitimizing, producing and reproducing the structure that is called, in this document, governance as practice; (e) this understanding allows that the theoretical argument presented in the thesis be corroborated by the results of the research, pointing an alignment among all aspects presented and discussed so far.
