Distribuição e acumulação de capital : a economia brasileira no capitalismo contemporâneo

Resumo: Esta dissertação tem por objetivo geral fazer uma avaliação crítica da economia brasileira em suas últimas duas décadas, isto é, entre 1990 e 2010, com particular atenção à relação capital-trabalho. Como pressuposto metodológico, assume-se que a economia brasileira é parte integrante do sistema produtivo mundial, que influi de forma importante e desigual sobre ela. E por conta disso, são expostas as principais características e manifestações do capitalismo contemporâneo, expresso em políticas, seja de cunho pragmático ou ideológico, neoliberais. Ao se estabelecer esta dialética entre as partes e o todo, analisa-se, em adição, a vulnerabilidade externa do Brasil, até mesmo porque esta restrição, característica de economias periféricas, interfere no próprio processo de acumulação de capital e, consequentemente, no mercado de trabalho e em sua distribuição. Como arcabouço teórico, fez-se a opção pela literatura Marxiana e Kaleckiana por diversas razões. Dentre algumas, pode-se citar a constatação explícita, de ambos os autores, do caráter cíclico e instável de economias capitalistas, bem como a incapacidade , via de regra ou como fato estilizado (a depender do autor), de uma economia capitalista agregar, per se, todos os recursos humanos e tecnológicos em sua dinâmica. A par do marco teórico, este trabalho se subdivide, fundamentalmente, em duas partes. Num primeiro momento, para o período 1990-2003, discorre-se sobre a produtividade do trabalho e do capital, sobre a conexão entre a taxa de acumulação e a taxa de lucro, e sobre a parcela salarial na renda. Em seguida, procura-se investigar em que medida o novo ciclo de crescimento da economia brasileira, no período 2003 - 2010, apresenta, ou não, pontos de ruptura e/ou transformação no que tange às variáveis acima mencionadas. Ao destacar o elemento distributivo como principal fator de dinamismo da economia brasileira recente, por fim, o trabalho aponta caminhos e barreiras que impõem limites estruturais ao desenvolvimento econômico do país. Abstract: The aim of this thesis is to make a critical evaluation of the Brazilian economy in its last two decades (1990-2010) with particular attention to the capital-labor ratio. As a methodological assumption, it is assumed that the Brazilian economy is a component of the global production system, which substantially, and in an uneven manner, affects the national economy. And for that reason it is shown the main characteristics and features of the contemporary capitalism, expressed in policies, whether pragmatic or ideological, neoliberals. By establishing this dialectic between the parts and the whole, it is analyzed, in addition, Brazil's external vulnerability, even why this restriction, characteristic of peripheral economies, interferes in the own process of capital accumulation, and, as a consequence, in the labor market and its distribution. The theoretical framework chosen was the Marxian and Kaleckian literature for several reasons. Among some, it is possible to mention the explicit finding, of both authors, regarding the cyclical and unstable nature of capitalist economies, and the inability of a capitalist economy, as a rule or stylized fact (depending on the author), to aggregate, per se, every human and technological resources in its dynamics. In conjunction with the theoretical ideas previously stated, this thesis is divided into two parts. At first, for the period from 1990 to 2003, the productivity of labor and capital, the connections between the rate of accumulation and the rate of profit, and the wage share in the national income are examined. Secondly, the new growth cycle of the Brazilian economy, in the period 2003-2010, is investigated to determine the presence, or not, of ruptures and/or points of transformation with respect to the variables pointed out above. By highlighting the distributive element as the main factor of dynamism in the recent Brazilian economy, this work, finally, reveals ways and barriers that impose structural limits to the economic development of the country.
