O Brasil e a Unasul : um processo de construção de liderança e integração regional

Resumo: O pós-Guerra Fria possibilitou o surgimento – ainda em gestação – de uma nova configuração geopolítica mundial. O Brasil é um ator que procura ter um papel mais relevante nesta nova configuração. Neste sentido, esta dissertação investiga a perspectiva de uma possível liderança brasileira no processo de integração regional da América do Sul, tendo como objetivos (i) contextualizar a globalização, o mundo pós-Guerra Fria e como esta nova configuração possibilitou o aparecimento de lideranças políticas e blocos regionais; (ii) apresentar o histórico das relações exteriores do Brasil com a América do Sul e o "voltar-se" do país para a região, incluindo a criação da Unasul, da Unila e da Iniciativa para a Integração da Infraestrutura Regional Sulamericana (IIRSA) como iniciativas que tiveram a liderança brasileira nos seus processos de criação e que são, ao mesmo tempo, maneiras que o Brasil encontrou para vencer a resistência à sua liderança; (iii) discutir questões geopolítico-territoriais e de fronteira na região, pois percebemos que essas questões têm impacto na construção do processo de liderança regional brasileira, especificamente na reticência da aceitação da liderança brasileira pelos seus vizinhos; e (iv) discutir quais são as alternativas de liderança que são viáveis ao Brasil diante de seu déficit de hard-power e da resistência à sua liderança por parte dos países da região. Trata-se de uma pesquisa bibliográfica e documental, baseada em documentos da Unasul, Unila e IIRSA, e em autores como Burges, Deutsch, Hurrell, Malamud, Vizentini, entre outros. Verificamos que o Brasil busca construir sua liderança regional em vista de se dotar de um papel mais relevante na nova configuração mundial. Esta liderança é baseada sobretudo no soft-power, especialmente por meio da hegemonia consensual, visto que lhe falta os meios do
hard-power. Abstract: The post-Cold War made possible the rise a new global geopolitical configuration. Brazil is an actor who tries to take a greater role in this new configuration. Our dissertation subject is the prospect of a possible Brazilian leadership in the process of regional integration in South America. Our goal is to analyze the kind of leadership Brazil plays in the regional integration process of the creation of the Union of South American Nations (UNASUR). This research also aims (i) to contextualize the globalization process, the post-Cold War world and how this new context allowed the emergence of regional blocs and new political leaderships; (ii) to present the history of diplomatic relations between Brazil and South America and the recent turning of the country towards the region, including the creation of UNASUR, UNILA and the Initiative for the Integration of South American Regional Infrastructure (IIRSA) as initiatives that had Brazilian leadership and at the same time shows that Brazil has found a way to overcome resistance to this leadership; (iii) discuss geopolitical and border issues in the region, because these issues have a great impact on the process of building regional leadership, specifically the reluctance of its neighbors to accept Brazil's leadership role; and finally (iv) to discuss what are the alternatives that are possible to Brazil in view of its hard-power deficit. This is a bibliographical and document-based research, based on documents of UNASUR, UNILA and IIRSA, and authors such as Burges, Deutsch, Hurrell, Malamud, Vizentini, among others. We found that Brazil seeks to build its regional leadership in order to achieve a greater role in the new world configuration. This leadership is based mainly in soft-power, with Brazil trying to obtain a consensual hegemony in the region, since the country lacks the hardpower means.
