A República dos conselhos : um estudo sobre a transformação do perfil da elite política paranaense (1930-1947)

Resumo: Esta dissertação inscreve-se na corrente de estudos que tem por preocupação o estudo das elites políticas. Analisamos a dinâmica no perfil da elite política paranaense no contexto político autoritário do primeiro governo Vargas, tendo como objetivo compreender o peso das instituições neste processo. Nosso objeto de pesquisa é um grupo de 41 indivíduos nomeados para três agências semelhantes que emergiram das transformações institucionais do pós-1930: o Conselho Consultivo, o Conselho de Estado e o Conselho Administrativo. Utilizamos como metodologia a prosopografia, também conhecida como estudo das biografias coletivas. As informações levantadas para a confecção das biografias foram selecionados de modo a se compreender as elites sob a perspectiva da origem social, carreira política e valores dos seus membros. Muitas fontes primárias foram consultadas para o levantamento dos dados biográficos, tais como:dicionários biográficos, jornais, diário oficial, relatório de governo, entre outros. Através dos dados mapeamos as características das elites de cada conjuntura, procurando a relação deste perfil com o contexto político social e com o mecanismo político que a recrutou . Verificamos que o perfil da elite política nomeada nos anos 1930 está diretamente relacionado com a lógica que presidiu a política de nomeações política em cada uma das três conjunturas. Abstract: This dissertation is part of the a broader range of studies that concern the study of political elites. It is analyzed the dynamics in the profile of the political elite in the political context of Parana 's first authoritarian Vargas. Government, aiming to understand the weight of the institutions in this process. Our research object is a group of 41 individuals who were nominated to three similar agencies that emerged from the institutional transformations of post-1930: the Advisory Board, the State Council and the Board of Directors. We use the Prosopography as a methodology, also known as the study of collective biographies. The information obtained for the confection of biographies was selected in order to understand elites from the perspective of social origin, political career and values of its members. Many primary sources were consulted to fulfill biographical data, such as: biographical dictionaries, newspapers, official journals, reports of Government, among others. Through the it is mapped the characteristics of the elites in each situation, looking for a relationship among this profile and social and political contexts with the political engine that recruited them. It is noticed that the named profile of the political elite in the 1930s is directly related to the logic behind political appointments policy in each of the three situations.
