dc.description.abstract | Resumo: O Brasil atravessou, nas últimas três décadas, fase de intensa atuação governamental no sentido de criar e instrumentalizar políticas públicas destinadas ao complexo florestal, na forma de incentivos fiscais, créditos subsidiados, benefícios cambiais, participações acionárias, apoio infra-estrutural, garantias de mercado e liberdade de preços. Essa intervenção teve diversas nuanças, entre acertos e erros, e transcorreu sem a necessária preocupação com a conservação, gerando expressiva degradação do meio ambiente.
Sua força de implementação foi consubstanciada na articulação da representação dos interesses empresariais do setor, enquanto emergiram, nos últimos anos, mudanças político-institucionais e organização de movimentos sociais, que estão a exigir uma nova ordem. O objeto do presente estudo é o exame dessas questões. Observadas segundo dimensões da política florestal, relacionadas aos interesses produtivo e ambiental e marcadas por momentos diferenciados: o primeiro, de caráter espontâneo, até meados dos anos sessenta; o segundo, de políticas produtivistas, por mais vinte anos; e, por último, a fase ambientalista, que se inicia em meados da década de oitenta. | pt_BR |
dc.description.abstract | Abstract: In the last three decades Brazil's forest complex has undergone a strong action by government, aiming to implement policies by means of fiscal incentives, subsidised credit, exchange benefits, participation of state as shareholder of the companies involved in the complex, structure support and guarantee of free market operation for the sector. Nevertheless, this government intervention, enforced by tries and errors, has not contained any concern about environment. On the contrary, they have been a big cause of environment degradation. On the other hand, the effectiveness of these state policies have been a result of articulated action by the entrepreneurs from the forest activities, within the state policy making process. However, in the last years some political and institutional changes coupled with new born social movements have put presure for changes in the status quo. These questions are thus the object of this study which focuses the forest policies as a reflection of the environment and productive interests expressed basically in three different ways: first, spontaneously, until the mid sixties; second during twenty years, until the mid eighties by policies designed to increase production only; and third after the mid eighties. by policies incorporating an environmental approach. | pt_BR |
