Uma análise pós-keynesiana do regime de metas de inflação sobre a distribuição de renda e o crescimento econômico

Resumo: A presente dissertação tem por objetivo explorar os impactos do regime de metas de inflação num contexto em que a moeda é não-neutra. Para tanto, é discutida a estrutura teórica do Novo Consenso Macroeconômico sob qual é fundamentado o regime de metas de inflação e as características deste regime, o que permite expor as suas vantagens sobre os principais regimes monetários já experimentados como âncora nominal. É mostrado que o regime de metas de inflação não é uma simples regra no sentido de Friedman e como o debate sobre qual deve ser o arranjo institucional de um banco central independente interage com a discussão sobre a trilogia transparência-reputação-credibilidade das autoridades monetárias em prol do sucesso no controle inflacionário. Por outro lado, é mostrado o funcionamento da economia pós-keynesiana e como isto resulta na não neutralidade da moeda. Assim, são apresentados os argumentos pós-keynesianos contra o regime de metas de inflação e também as suas críticas quanto à idéia de um banco central independente. Dado isso, este trabalho analisa os efeitos da condução da política monetária com base no regime de metas de inflação no contexto de modelos macrodinâmicos pós-keynesianos. É mostrado que a política monetária não é neutra e que a condução da política monetária é condicionada a posição de equilíbrio na qual a economia se encontra. Abstract: The objective of this dissertation is to explore the effects of the inflation targeting regime in a context where money is not neutral. Therefore, it is discussed the theoretical structure of the New Consensus Macroeconomics under which the inflation targeting regime is based and the characteristics of this regime, the one that allows to expose their advantages over the main monetary regimes already experienced as nominal anchor. It is shown that the inflation targeting regime is not a simple rule in the sense of Friedman and as the debate on which the institutional arrangement of an independent central bank should be, which interacts with the discussion about the trilogy transparency-reputation-credibility of the monetary authorities on behalf of the success in the inflationary control. On the other hand, it is shown the working of post-Keynesian economy and as the result is the non-neutrality of the money. Thus, the post-Keynesian arguments are presented against the inflation targeting regime and also their critics against an independent central bank. Therefore, this dissertation analyzed the effects of the conduction of monetary policy based on an inflation targeting regime in the context of two post-Keynesian macrodynamic models. It's shown that money is not neutral. It's shown too that the effects of monetary policy are conditioned by the equilibrium position where economy operates.
